Application
						  Aswaas for monitoring vector control  activities in different municipal areas, the State Urban Development  Agency  under the Department of Urban  Development & Municipal Affairs , Government of West Bengal initiated a  digital effort ‘Aswaas’ .A digital mission to vector born disease free society  and garbage free society. With the help of this initiative, it will be easier  to look after the vector control activity in different areas. With the use of  ‘Aswaas’, the municipality can trace the monitoring of vector control worker and  can take action according to it. This application will also help the users of  this application to create a proper report and analyze the data recorded within  the application. The different roles in this application are VCMO, VCT  Supervisor, VCT Member, HTH Supervisor, and HTH Member. This application can  only be accessed by the officials of the municipality.
Application  Store
						  Anyone can find this app on Play Store. This  app can be installed on any android device. There are simple steps to install  on any device. First search ‘Aswaas’ on the Google Play Store, then the app  will be listed below. Install the app. After installation of the application, only  departmental worker and officials who is associate with this activity can  easily log in with proper credentials. The user has to provide an appropriate  username and password. Other than municipal worker of this project can’t  register or access the application. Without permission of Municipality and  department access is restricted. In this application, there are different  sections for a specific role.

						  The ‘Aswaas’ is initiated under the State  Urban Development Agency under the Department of Urban Development &  Municipal Affairs , Government of West Bengal. 
						  Feedback
						  Any municipality official using this  application can share their feedback regarding the application and can suggest  improvements required to improve the overall experience of the application.
Permissions
						  The ‘Aswaas’ will need to have access to the  locations, as the application will save the location for larvae breeding spot outside  house hold premises . The camera access is also required as it will take the  picture during the survey of larvae breeding spot. The keyboard access is  required to type the data in the application.
Privacy
						  In ‘Aswaas’, the data of the employees of the  municipality are already stored to trace and analyze the work progression of  the activity. The data collected during the survey from the municipality of West  Bengal households. No bank details recorded only Name of the hose holds, mobile  number (optional), holding number (optional), aadhar number(optional) and  location of the house. This data captured for the purpose of identifying the  Mosquito larvae breeding spot and all the information is encrypted and stored  under State Urban Development Agency (SUDA). The information stored through the  application is safe and secured.    
Services
						  This application not for publicly use its only  for departmental application. The main motive of ‘Aswaas’ is to collect the  surveyed data and analysis the data to dengue free society. 
						  This app helps show the schedule of the work which  is uploaded by the department. During the time of the survey location will be  captured with the survey form and can upload a photo of that location at the  same time if required. With the help of ‘Aswaas’, HTH worker get the details of  problem area where mosquito larvae found and VCT team members can get  information about the location that is to be resolve the issue.  Different officials and worker play different  roles in a municipality. The same follows for this application as well. The  different roles that are mentioned in this application are VCMO, VCT  Supervisor, VCT Member, HTH Supervisor, and HTH Member. 
						  The role of the HTH member is to conduct the  survey and collect the data form specified municipal area which is already  informed to them.

Why Aswaas ?
- Find Vulnerable ULBs:
 - During the year 2022, 43 ULBs are categorize as Most vulnerable ULBs where Dengue positive cases found 10 or more during the year 2021. List of 43 ULBs identified as Most Vulnerable is annexed herewith (Annexure - I). Rest 83 ULBs are categorized as Moderately Vulnerable ULBs for Vector Management for the year 2022. List of 83 ULBs identified as Moderately Vulnerable is annexed herewith (Annexure - II).
 - New initiative for the Vector Management for the year 2022:
 - Assignment of Vector Control Monitoring Officer (VCMO): Executive Officer/Health Officer/Sanitary Inspector /Other official of ULBs for supervision of overall Vector Management Activities at ward level.
 - . Introduction of New Supervisory Tier above Conservancy Team: 1 (One) VCT / Conservancy Supervisor are to be engaged for each ward for monitoring the field level activity of Vector Control Team/ Conservancy Team.
 - Activation of dedicated Help Line number: Help Line numbers are to be activated for the Citizens to lodge complaints on non removal of garbage, block drains, visible breeding sites etc.
 - Weekly Pulse Mode cleanliness activity on specific thematic area (breeding sites) from March 2022 to June 2022. Special focus on Community Participation during Pulse Mode Activity for behavioral Changes.
 - Mahila Arogya Samity (MAS) members may be engaged for H-t-H survey activity & Behavioral Changes Communication (BCC).
 - Team Members of both House to House and Conservancy Team can't be changed without approval of the Department throughout the whole activity year.
 - Initiation of integrated approach by Solid Waste Management Team & Vector Control Team.
 - Activity Plan for the year 2022:
 - Weekly Pulse Mode Cleanliness Activity on Specific Thematic Area: During the Month of February 2022 identify and listing of all permanent breeding sites, such as Apartments / Residential Welfare Association (RWAs), Educational Institutions, Vacant Land, Unmanaged Water Bodies, Construction Water Bodies, Closed establishments, block drain etc.
 - Weekly Pulse Mode Cleanliness Activity on Specific Thematic Area: During the Month of February 2022 identify and listing of all permanent breeding sites, such as Apartments / Residential Welfare Association (RWAs), Educational Institutions, Vacant Land, Unmanaged Water Bodies, Construction Water Bodies, Closed establishments, block drain etc.
 - Field level House to House Survey Activity and Conservancy Activity including spraying of larvicides are to be carried out from the month of July 2022 to November 2022- 5 (five) days in a week. House to House Survey - Monday to Friday will commence from 4th July 2022 and will continue till 2sth November 2022 and Conservancy Activity - Tuesday to Saturday will commence from sth July 2022 and will continue till 26th November 2022 as per activity calendar annexed. (Annexure - III).
 - Going by the experience by the past few years, more focus to be given on comprehensive Vector Control activities/ Conservancy activities for source reduction. For the year 2022, 18 rounds (July, August, September & November - 4 rounds each and October-2 rounds) Vector Control activities and 10 rounds (July to November 2 rounds each) of House-to-House surveillance activities shall be carried out.
 - Deployment of Man Power for the year 2022:
 - Pulse Mode Activity (March 2022 to June 2022)- 5 (five) members are to be assigned for each ward for the pulse mode cleanliness drive. 3 (Three) member conservancy team one of them for spraying of larvicide, the other 2 (two) for conservancy work, apart from this 1 (one) Health Supervisor and 1 (one) Conservancy Supervisor are to be engaged for monitoring & supervision of pulse mode cleanliness drive. 1 (one) Data Entry Assistant (DEA) are to be engaged for each ULB for uploading daily report.

 - App are to be developed and mechanism for OTP generated feedback from household may be worked out.

 - Calls and subsequent responses to be reviewed routinely at ULB level by Executive Officer (EO) & Heath Officer (HO).
 
Why monitoring and survey are important ?
- Have adequate manpower.
 - Have adequate logistic supply (Larvicide & Guppy fish).
 - Capacity building programme was held every year before starting VCT activity.
 
BUT
- Spray worker are not aware of what they are spraying, neither have they maintained the dosage.
 
- Spray workers are not sensitised where to spray.
 - Source reduction in not in practise in most of the places.
 - Clogged drain, garbage pile removal is not done on regular basis.
 
State  Urban Development Agency (SUDA)
						  State Urban Development Agency (SUDA) is a  Registered Society under the West Bengal Societies Registration Act, 1961 formed  under the Urban Development and Municipal Affairs Department, Government of  West Bengal. The main motive of the State Urban Development Agency is to  improve and develop the urban areas of West Bengal. SUDA also promotes keeping  liveable, clean, and green surroundings. It also looks after the state  government schemes, the activities performed by the ULBs related to urban  development, and the municipal affairs department.
